Egypt's first open leadership contest looks better managed than an earlier parliamentary vote, making it harder to influence the outcome by hustling voters, stuffing ballots and other abuses, an election observer said on Thursday. The state election body has toughened oversight of polling stationsand improved voting and counting procedures since the legislative vote that ended in January, said election specialist Ossama Kamel, a consultant to severalCheap Jerseys Wholesale international groups. "We have seen a lot better control of campaigning on election daythan during the parliamentary vote when there were lots of violations," he told Reuters in an interview on the second and final day of first-round voting. "People are not there with their laptops this time, telling people where to vote and, by implication, who to vote for." The Muslim Brotherhood in particular was criticized for its laptop-wielding ushers during the parliamentary election. Even as the first-round presidential vote got under way on Wednesday, many Egyptians still seemed undecided, tempting to rival campaign camps to pull out all the stops. Some have bussed citizens to polling stations or campaigned nearby in violation of the rules. Accusations of vote-buying, in cash or kind, common in Mubarak's day, have also resurfaced. "Vote-buying doesn't happen on the day in the polling station," said Kamel. "It happens in voters' homes or in meeting places like the mosque and you can have no control over this." He faulted the election committee for doing too little to explain to people where and how to vote and for long delays in issuing official badges to foreign and local election monitors. But he said he was more confident that ballot boxes could not be tampered with this time round, and that polling station workers were better prepared to catch abuses. "The system has been improving a lot and I think they have listened more to international advisers ... who came with measures to enhance the process," he said. During the parliamentary vote, he said, veiled women were able to vote multiple times by concealing their identities. "The lady now has to reveal her face and take her glove from her hand to reveal the ink stain," he said, explaining voters had to show an inky finger to retrieve their identity cards. Twelve candidates were competing in the first round, with two Islamists and two former Mubarak officials among the top contenders for the two places in a probable run-off in June. The Islamists suspect their opponents of distributing favors using the deposed leader's old patronage networks. Critics accuse the Muslim Brotherhood and other Islamists of securingDame Nike Free 3.0 V3 votes partly through handouts to the poor and bringing their activists to lobby voters right outside polling stations. Kamel said ballot rigging was now harder than in the parliamentary election, itself a huge improvement on the routinely rigged polls of the Mubarak era. He cited a new technique ensuring that only one genuine national identity card number is associated with each vote. However, under new rules, representatives of accredited monitoring groups have complained that they are barred from commenting on the election before the results are announced. Fewer international groups are monitoring the vote than during the parliamentary election, whose final stage was overshadowed by a judicial crackdown on several civil society groups accused of receiving illegal foreign funds. The election committee has accredited 9,700 monitors from 54 foreign and local groups for the presidential election.

After 33 years, a man has stepped forward to confess to strangling Patz. Proof will be another matter, as the former grocery store worker has not been able to provide the body nor has he given a motive. As for the confession's timing, a realtor who rented the suspect his apartment told the Star Ledger that maintenance people heard he was battling cancer, but nothing more has been substantiated. When Etan vanished May 25, 1979, he was said to be the firstNBA Jerseys Wholesale missing child featured on a milk carton; his father Stan Patz, a professional photographer, supplied the photo. Etan's face was the first to appear on a Times Square electronic billboard six years later. In an era of highly publicized kidnappings — among them Adam Walsh, whose 1981 disappearance prompted his father to host "America's Most Wanted" — the campaign convinced President Ronald Reagan to call May 25 National Missing Children's Day. A year later, Congress set up the National Center for Missing and Exploited Children. How Etan changed the nation's laws: Before this case, how law enforcement dealt with the missing varied. Etan's disappearance revealed that the systems in place were inadequate to deal with missing children. Schools did not alert parents if children did not show up. Depending on the jurisdiction, a police response could take as long as 24 to 72 hours after a child's disappearance. According to the National Centre for Missing and Exploited Children (NCMEC), in 76% of missing cases where the child is abducted by a non-family member and killed, the murder occurs within the first three hours of the kidnapping. Furthermore, there was little communication between police departments; if a child was taken over city or state lines, the trail was often lost. (April 28, The Economist) The wrenching horror of a missing or murdered child fueled other changes: The 1989 kidnapping of 11-year-old Jacob Wetterling led to the federal sex offender registry, although these days many know such legislation as Megan's Law, in honor of Megan Kanka, killed by her neighbor in 1994. (Wetterling remains missing.) The 1996 murder of 9-year-old Texas girl Amber Hagerman triggered the AMBER alerts. Her case remains unsolved, but the alerts have improved clearance rates of finding children to 97% — in 1984, the odds had been 62%. The numbers: Stranger abductions are high-profile partly because they're extremely rare: About 110-200 are snatched, out of 600,000-800,000 children that go missing each year. The statistic of a child murder happening within three hours of an abduction can be a panicking, but misleading one, that comes from a 1993 Washington project. Of 600 murders studied, 76% had been killed within three hours. "It suggests if we don't find them in the first 24 hours, we should give up hope," NCMEC executive director Bob Lowery tells Yahoo!, but points out that cases like Jaycee Dugard and Elizabeth Smart clearly offer hope. What that timeline should do is instill a sense of urgency and the importance of alerting police immediately. In nearly 60 percent of the cases studied, more than two hours passed between the time someone realized the child was missing and the time police were notified (2006 Child Abduction Study, Washington State Office of the Attorney). In the case of California teen Sierra LaMar, the high school didn't notify the parents of her absenteeism until 11 hours later — typical procedure even in the high-tech San Francisco Bay Area. (The school has since changed that policy.) How to protect your children and how your children can protect themselves: In an age where stolen iPhones deliver their own locations, it's tempting to look to technology — from smart phones and GPS tracking devices to social media — as a Wholesale Cheap Jerseys precaution. NCMEC doesn't recommend gadgets, but Lowery says, "One key piece is a current image of the child. The FBI has an iPhone app for parents that we do endorse." The Child ID app helps parents keep current data, including a photograph. (No information is shared with the government unless parents enable permission.) The most effective tool, Lowery says, is the spirit of the kids themselves. "Children who are more assertive and willing to bring attention, who are willing to say 'no' to an adult figure, are the ones less likely to be successfully abducted." More ways to protect minors and report abuse: • Microsoft and Yahoo! Safely give online tools on how kids can avoid predators. • NCMEC boils it down to 25 tips in 25 minutes. • Elizabeth Smart Foundation developed radKIDS to "resist aggression defensively." • Missing children hotline: NCMEC 24-hour hotline (800-THE-LOST or 800-843-5678). The site also has an online Push to Talk system.

Winds and erratic flames forced firefighters to sit on the sidelines Thursday as a massive fire that destroyed a dozen homes and several other structures in small New Mexico community grew larger and put more buildings at risk. Tripling in size over the last day, the lightning-sparkedWholesale Cheap Jerseys Whitewater and Baldy fires merged to burn across more than 110 square miles of the Gila National Forest by Thursday. "At this point it's just a monitoring situation to see whether (crews) can find some place where they can build lines or do something to slow it down," said fire information officer Iris Estes. The wind-whipped fire burned Wednesday afternoon through the Willow Creek subdivision, a small summer community in southwestern New Mexico. Officials confirmed 12 cabins along with seven small outbuildings were destroyed, and the damage assessment continued Thursday. Fire managers said employees with the State Forestry Division and the U.S. Forest Service would be contacting property owners. While some residents questioned whether fire managers could have done more early on to contain the blaze, others acknowledged that fighting flames in the area's steep canyons was near impossible now. "The fire had been around about 10 days, lurking and creeping and then kaboom, it exploded," said Tabitha Sims, secretary of the Willow Creek Landowners Association. "They made a heroic effort at trying to build a break, but I think it was unfortunate that this wind event happened to come right at the worst time." Sims, an Arizona resident who owns a cabin at Willow Creek, said parts of the area were vulnerable due to a lack of fire over decades. She described Willow Creek as "an incredibly special spot" where generations of families have spent their summers. "The people who have lifelong memories of going there, I just feel for them," she said. Seven Willow Creek residents evacuated earlier this week, and the community of Mogollon was under voluntary evacuation. Authorities said many structures were still at risk. Firefighters were anticipating winds of up to 35 mph late Thursday afternoon. In northern Nevada, high winds also were expected in an area where a fire broke out Tuesday, burned 7,500 acres and damaged two homes. Crews near the Nevada-California line raced to secure a line above a second rural community Thursday before the winds kicked up. Meanwhile, firefighters in a rural part of California's San Diego County fought a 1,200-acre wildfire that led to evacuation orders for 100 homes. Gusts of up to 45 mph were forecast in the area Thursday night. In the Gila National Forest, the flames have raced across more thanCheap NFL Jerseys 70,500 acres of rugged terrain. The Baldy fire was first spotted May 9 and the Whitewater blaze was sparked May 16, but nearly all of the growth has come in recent days thanks to relentless winds. There is no containment. The blaze is about half the size of last summer's historic Las Conchas fire, the largest in the state's recorded history. That blaze burned 156,593 acres and destroyed dozens of homes in northern New Mexico's Jemez Mountains. With drought conditions persisting, New Mexico forestry officials have been urging residents to take precautions to help avoid another record fire season. Many trails in the Gila region were off-limits due to the Whitewater-Baldy fire and more could be closed as the blaze continues to burn.

A former nanny for Sharon Stone sued the actress Wednesday claiming the Oscar-winner repeatedly insulted her Filipino heritage and fired her after discovering she had been paid overtime. Erlinda T. Elemen's harassment lawsuit claimsNike Free Sko Stone insulted her accent, her religion and other aspects of her culture in the final months of her employment. Elemen worked for Stone for more than four years and was promoted to head nanny, a live-in position, but was fired after the actress discovered the overtime payments, the lawsuit claims. The suit also claims Stone, who was nominated for an Oscar for her role in "Casino," forbade Elemen from reading the Bible in the actress' home. Stone's accountants issued the payments because the nanny worked on vacations and holidays, but the actress did not approve, the lawsuit states. Stone's publicist Paul Bloch called Elemen a disgruntled former employee who first sought disability and worker's compensation payments after she was fired roughly 15 months ago. "Now, she is obviously looking for another opportunity Herre Nike Free 3.0 V3 to cash in," Bloch wrote in a statement. "This is a frivolous lawsuit for absurd claims that are made-up and fabricated. Sharon Stone will be completely vindicated in court." Elemen's spokesman, Eric Rose, said in response to Bloch's remarks, "We can't wait to see Ms. Stone in court." The former nanny is seeking unspecified damages on harassment, wrongful termination and retaliation claims.

European Union leaders concluded their latest summit early on Thursday withDre Beats Headphones few concrete steps to fix the continent's festering financial crisis even as the potential for a messy Greek exit from the euro appears to be rising. Some leaders stressed the importance of planning for just such an event but offered no measures that might help Greece avoid it. Also left unresolved was what Europe (Chicago Options:^REURUSD - news) should do to spark economic growth and restore the confidence of investors, who have driven some countries' borrowing costs to unsustainable levels. The fiscal austerity agenda that Germany has promoted as the solution to Europe's problem of too much government debt has been met with rising skepticism in other euro countries. The leaders of the 27 EU countries agreed to give institutions such as the European Investment Bank the task of drawing up proposals for growth in time for another summit in June. But there was discord over more aggressive actions promoted by some leaders heading into the summit, such as issuing bonds jointly as a way of reducing borrowing costs for heavily indebted nations among the 17 countries that use the euro. The perception that European leaders lack the political will to tackle the continent's financial and economic problems has left markets on edge for weeks. Recession is spreading. Banks are under pressure. The biggest fear is that if Greece cannot be saved, other larger economies - like Spain or Portugal - might face the same fate. The euro countries "have to consider all kinds of events", Luxembourg Prime Minister Jean-Claude Juncker told reporters after the European Union summit, but insisted that "the working assumption" was that Greece would remain part of the euro. Leaders gathered in Brussels recognized that Greece had endured significant hardships and promised to release development funds aimed at spurring growth. But the statement from Juncker, who also chairs meetings of eurozone finance ministers, was a frank admission that Greece could abandon the euro. The country's fringe political parties, which are threatening to renege on commitments made to secure bailout loans, saw their popularity surge in recent elections. No party has been able to form a government, and the country will vote again on June 17. Many analysts have said that Greece, already in its fifth year of recession, has no hope of recovery if it sticks to the spending cuts and tax hikes it agreed to in order to secure bailout loans. "We want Greece to remain in the euro area," German Chancellor Angela Merkel said after the meeting. "We expect that they will stick to the commitments that they have entered into." Political uncertainty in Greece is just one of the fires the Europe needs to put out. Leaders are also worried about rising borrowing costs in Spain and Italy that could force them to seek bailouts, just like Greece, Portugal and Ireland (Xetra: A0Q8L3 - news) did. Markets had expected the latest EU summit to disappoint and it did. Europe's stock markets had fallen heavily during trading on Wednesday and the euro hit a near two-year low against the dollar. Asian stock markets retreated on Thursday as the lack of a breakthrough in Europe unnerved traders. Japan (EUREX: FMJP.EX - news) 's benchmark Nikkei 225 (Osaka: ^N225 - news) was down 0.5pc at 8,514.53 and Hong Kong's Hang Seng (HKSE: ^HSI - news) slipped 0.6pc to 18,682.38. Dariusz Kowalczyk, senior economist at Credit Agricole CIB in Hong Kong, said: "Europe is not doing enough, and the market may not wait for them." One of the biggest questions facing Europe is whether it's time to cut Greece some slack. Some European countries seemed ready to ease the pressure, and international organisations have called for the pace of austerity measures to be slowed in some struggling countries. But Thursday's summit of 27 European Union leaders ended with no apparent concessions. A final statement said Greece had to respect its commitments and trumpeted the money the eurozone and the International Monetary Fund had loaned Greece as a sign of their "solidarity". It did say that funds for economic development would be sent to Greece - though it's unclear how much of an immediate impact on growth they would have. Juncker insisted early on Thursday that he had not asked the euro nations to prepare national contingency plans for a possible chaotic departure of Greece from the currency. French President Francois Hollande said that to evoke the even the possibility was dangerous - and would send a signal to the markets that the eurozone wasn't standing behind Greece. The debate reflects the fine line European leaders must walk between pressuring Greece to stick to a program of spending cuts and tax hikes that have exacerbated its economic slowdown and trying to ensure its presence in the eurozone. Spanish Prime Minister Mariano Rajoy suggested the European Central Bank resume some of its emergency measures, such as buying the bonds of weak countries, which has the impact of lowering countries' borrowing rates. The ECB has suspended the purchases because, as an independent body, it does not want to be seen supporting governments directly. Instead, it has given European banks massive amounts of cheap loans to bolster confidence in the financial system and allow banks to buy up their country's debt. Leaders on Thursday also addressed the contentious issue of whether the countries that use the euro should spread the risk and borrow money jointly - issuing so-called "eurobonds." This would mean every country could borrow funds at the same rate, substantially lowering the NBA Jerseys Sale costs for the more indebted countries. Hollande has pushed for them as an important way to ensure such a crisis never happens again, but Merkel has rejected them, fearing they would reduce the pressure on heavily indebted governments to heal their finances and force Germany to borrow at higher rates.

A goalkeeper jailed for killing two young boys in a car crash while drink-driving has been offered the chance to restart his career after he is released from prison. Luke McCormick, 28, will join LeagueNike Free 5.0 Dame Two champions Swindon Town on trial after he is freed from Leyhill Prison next month with a view to winning a permanent contract, the club said. The former Plymouth Argyle stopper was jailed for seven years and four months in October 2008 for killing Arron Peak, 10, and his brother Ben, eight, in a collision on the M6 in Staffordshire as he returned from a team-mate's wedding while twice the drink-driving limit. McCormick has been training on day-release with Swindon, managed by former West Ham star Paolo Di Canio, since January, the club's interim chairman Jeremy Wray said. "Our view is that it is very easy to say that it's too difficult a subject to bother with," he said. "Tragedy is a word used too often, but this was a tragedy and it can never be changed. He (McCormick) will live with what has happened every day of his life but he has the chance to give something back, to show the tragedies of drink-driving." McCormick's contract with Argyle was cancelled by "mutual consent" a month after the crash. Arron and Ben were travelling to Silverstone racetrack for a dream day out with their father Phil Peak and three friends when their Toyota Previa people carrier was hit by McCormick's powerful black Range Rover on the M6 at 5.44am on June 7, 2008. The footballer was returning from former team-mate Nike Free Sko David Norris's wedding in Bolton at the time. He was seen with his footballer friends drinking beer and downing shots of the spirit Sambuca at the wedding reception. Stoke Crown Court, where McCormick admitted death by dangerous driving and drink driving, was told police investigators estimated his Range Rover was travelling at around 97mph moments before the crash. Mr Peak, from Partington in Manchester, was at the wheel of the Toyota and suffered serious injuries that left him in a wheelchair. The boys' mother, Amanda Peak, told the Sun that Swindon's decision "was like a kick in the stomach". "Swindon might be a family club but now they are hiring a man who has torn my family apart," she told the newspaper.
